DHM is seeking a hands-on experienced and strategic Human Resources Director to lead our HR department and successfully drive organizational success through effective people management. The ideal candidate will oversee all aspects of human resources functions including, but not limited to, recruitment, employee relations, compliance, performance management, benefits management, and overall organizational development of one of the largest excavation companies in south-central Pennsylvania. This leader needs to be a forward-thinking professional that has a solid background in HR strategies and will collaborate with senior management in all departments to ensure alignment and stability with DHM’s company objectives.

Essential Duties:
- Administer and oversee the human resource programs including, but not limited to, compensation, benefits, all types of leave, disciplinary matters, disputes and investigations, recruitment, performance management, productivity, employee recognition, employee, retention, and training and development.
- Identify staffing and recruiting needs through communication with division management and design and develop best practices for hiring and talent management. Understand DHM’s goals for staffing, recruiting, and retention.
- Monitor and ensure DHM’s compliance with federal, state, and local employment laws and regulations. Review and modify policies and practices to maintain compliance as needed.
- Recruit, hire, and train HR staff and lead and mentor the team. Oversee the daily workflow of the HR department to enhance team performance.
- Manage the employee onboarding program to ensure a smooth transition for all new hires.
- Assist the accounting department in managing the weekly in-house payroll process.
- Administration of DHM’s 401(k) Retirement Plan.
- Facilitate disciplinary action in conjunction with appropriate management team members.
- Assist with conflict resolution and provide guidance on employee relations issues.
- High level of involvement with DHM’s group health plan administration.
- Active member of DHM’s Safety Management Team.
- Oversee the Drug and Alcohol Testing program.
- Administration of the DHM’s Employee Assistance Program.
- Stay informed about HR trends and changes in labor laws to ensure the organization remains compliant.
- Lead training and development to enhance employee skills and knowledge.
- Interact personally with entire employee base in a courteous and professional manner.
Qualifications:
- A degree in Human Resources, Business Management, or a related field is required. ? SHRM-CP or SHRM-SCP is preferred.
- Proven experience in HR management in a senior HR role with a minimum of 5-7 years or equivalent level of leadership.
- Experience working in the construction and/or excavation field is a plus.
- Knowledge of DOT employee regulations is desirable.
- Strong knowledge and application of employment and labor law regulations and compliance standards.
- Expertise in recruitment, people management, and employee relations and retainment.
- Experience in payroll management at a high level is required. Prevailing wage experience is desirable.
- Able to read and comprehend instructions in English, and to write and interpret correspondence in English.
- Bilingual skills are a plus.
- Able to apply common sense understanding to promptly resolve issues and make effective decisions relating to human resources.
- High level of proficiency in Microsoft Teams, Word, Excel, PowerPoint, Outlook, and related software.
- Experience supervising HR teams and able to manage multiple projects within a fast-paced work environment.
- Skilled in change management strategy, process improvement, and program management.
- Strong mathematical and computer skills.
- Multi-tasker who is able to manage multiple projects simultaneously using good time management skills.
- Critical thinking skills and analytical and quantitative skills to process data for reporting and planning.
- Excellent interpersonal, written, and verbal communication skills with attention to detail.
- Be well organized, conscientious, well-spoken, focused, and reliable.
- Must have a valid driver’s license.
Physical Demands and Work Environment:
- The Human Resources Director works in-person at our DHM office location inside in a relatively quiet office environment, with occasional outside business meetings, recruiting functions, and training.
- This is a full-time Monday – Friday position.
- There may be peak periods when business need requires additional workdays.
- Work is mainly sedentary and is performed in an office environment and requires the ability to operate standard office equipment and keyboards.
- Must have close visual acuity to perform activities such as preparing and analyzing data and figures, viewing a computer screen and use of a telephone, copier, fax, scanner, and various other typical office equipment.
- Work involves repetitive motion, standing, sitting, walking, light lifting, carrying, reaching, kneeling, bending, use of hands/arms/legs/feet.
- The noise level in the office environment is generally very low.
